In this civil form of strategy games the gameplay evolves around city building, resource management or diplomacy. While a military approach can exist, their deployment is only one part of the complex experience. First and foremost these games are about the wellbeing of a nation or colony, the conquest of new territories remains a secondary task.

Games of this sub-genre are approved for children aged 12 and up and above. Exceptions are games using comic style or abstract graphical realisation which can then be approved for a younger age group.
